I have changed locale include file from en to ru.
In IE russian letters are displayed very well. But when I open the same page in the Mozilla FF strange symbols appear instead of the letters.
this is beginning of my page:

Hello,
All localizations strings are in utf8. Do not set windows-1251, but utf-8 - i.e.
<meta http-equiv='Content-Type' content='text/html; charset=utf-8' />
If you can not use this edit the russian translation file correct it and save it with
windows 1251 encoding. Use the appropriate editor for this purpose.
