the current implementation of createModal uses dir attribute of gbox as the main criteria whether one need use rtl or not. See the line of createModal:

The method info_dialog forward it's option mopt to createModal. On the other side the calls of info_dialog in jqGrid code don't specify mostly gbox option. See the lines, the lines, the line, the line and so on. To fix the problem one can add gbox option in all calls of info_dialog.

So for example the title of messages created with respect of info_dialog don't have rtl style like other dialogs created by jqGrid.
